Will Kymlicka - Kinds of Minority Rights

 

Will Kymlicka is the Canada Research Chair in Political Philosophy in the Philosophy Department at Queen's University in Kingston, Canada, where he has taught since 1998. His research interests focus on issues of democracy and diversity, and in particular on models of citizenship and social justice within multicultural societies. He has published eight books and over 200 articles, which have been translated into 34 languages, and has received several awards, including Honorary Doctorates from the University of Copenhagen in 2013 and KU Leuven in 2014, the 2019 Gold Medal from the Social Sciences and Humanities Research Council of Canada, and the 2021 Pierre Chauveau Medal from the Royal Society of Canada.

The recognition of the rights of minorities is a topic of debate in recent times. It has implications for a theory of liberal democracy. Especially, the communitarian critique of liberalism has been presented as a strong defense of the community against individualism. Will Kymlicka proposes minority rights in the multicultural context of the West by internalizing the wisdom of liberal and community debate. He advocates for the cultural rights of minorities on their own merits within the liberal framework, creating 3 kinds of minority rights:


Self-goverment:

    • Political rights
    • National Minorities
    • Can keep their traditions
    • Autonomy—territorial
    • Laws (Privacy, vote, justice, freedom, health, travel, public education, property and so on)
    • Examples of minorities (Natives, indigenous, immigrants, foreigners, and Eskimos)

Polyethnic:

    • Social rights
    • Can choose their own lifestyle
    • Integration of society
    • Anti-oppression policies
    • Laws (Not to be exploited, security, form association and residence)
    • Examples of minorities (Women, feminist, LGBTQ+ and religious groups)

Representation:

    • Human rights
    • Matters concerning the whole country
    • Economic support
    • Friendly and visibility
    • Laws (Not to be a medical experiment and life)
    • Examples of minorities (3rd age, students, disable and kids/teenagers)
